
Portland Oregon Teen Driver Ed Includes the Drive Test
If a student has passed an ODOT-Approved Driver Education course, there is no drive test needed! This is one of the major benefits of enrolling your teen in a certified program.
After passing the drivers education class, you receive a “waiver card” also called “Driver Education Certificate of Completion.” It is a printed plastic card with hologram and the same size as a credit card.

I Received My Waiver Card – What Do I Do to Get a Driver’s License?
Follow these steps to complete your teen driver licensing process:
- Make an appointment or visit a DMV office for standby service;
- Start your application online (with parent signature) if this will be your first issuance in Oregon;
- Show proof of your physical address and identity (if you want a REAL ID you must bring additional documents);
- Pass a vision test (you may have already completed this when you received your permit);
- Pay the fee; and
- Get your picture taken.
Do You Need a REAL ID from Oregon DMV?
In May of 2025, to board an airplane, you will need a particular type of identification such as a passport or a REAL ID-compliant driver license or ID card. According to the TSA (Transportation Security Administration), this federal requirement applies to all air travelers.
To switch to a REAL ID-compliant license or ID card, you need to make an appointment or visit a DMV office for standby service.
Important Requirements and Photo Rules
- Your license will be mailed to the address on the application. If you move, it will not go to a forwarding address.
- Photo Rules – These items are not allowed in a photo:
- Eyeglasses;
- Sunglasses;
- Hat or head covering (other than religious);
- Contacts that change the appearance of the eye;
- Face paint;
- Stickers or bandages; or
- Anything that covers your face or changes your appearance.
- You must turn in any driver’s license, permit, or ID card from Oregon, another state or country, waiver card, or Driver Education Certificate of Completion if you have one.
- Your driving privilege cannot be expired, suspended, cancelled, or revoked in any state.

What If I Fail the ODOT-Approved Driver Education Course Drive Test?
You have 3 attempts to pass. 1st Learn To Drive includes the first attempt as part of the course and will provide a 2nd attempt for free, if you have all your homework completed.
If a teen has not completed or has failed an ODOT-Approved Driver Education course and needs to take a skills (drive) test, one can be scheduled through DMV2U. Alternatively, DMV has contracted with Class C Testing Businesses for that service. These services perform the drive test for a fee.
